Seems quite unlikely, it wasn't on the manifesto and it's not something which has been hinted at.
Path 2 - That the next government does it.
Next GE will likely be first half of 2029, it would have to be a manifesto commitment, and one of the first things they did, which would mean it would have to have been a focus of their campaign. Unless the zeitgeist really changes that seems also implausible.
